CoWIN App Data Breach: A Critical National Security Concern

This bot allegedly exposed personal details such as an individual’s name, Aadhaar number, PAN number, date of birth, location, gender, and the institute where they received their vaccination. These details are the same as those provided during the registration process on the CoWIN portal.

CoWIN serves as the Indian government’s web portal for COVID-19 vaccination registration and is operated by the Ministry of Health and Family Welfare.

Government’s Response and Reassurance

Rajeev Chandrasekhar, the Union Minister of State for Entrepreneurship, Skill Development, Electronics & Technology, took to Twitter to address the public and offer reassurance. He clarified that the CoWIN database or app itself was not directly breached. Instead, the data accessed by the bot was retrieved from stolen sources. The minister emphasized that a National Data Governance policy encompassing unified data storage, access, and security standards, is being finalized across all government entities.

The Ministry of Health and Family Welfare has released further information regarding the CoWIN App data breach. They assured the public that multiple security measures, such as Web Application Firewalls, Anti-DDoS protocols, SSL/TLS protocols, and others, are in place to protect against external threats. The statement also confirmed that OTP authentication is required for data access.

Security Measures Implemented by Co-WIN Portal

The Co-WIN portal incorporates various security measures to safeguard user data. According to the Ministry of Health and Family Welfare, these measures include a Web Application Firewall, Anti-DDoS protection, SSL/TLS encryption, regular vulnerability assessments, and Identity & Access Management.

Despite the absence of a public API for the CoWIN app, the government is taking the breach seriously. The Ministry has announced that the Indian Computer Emergency Response Team (CERT-In) will investigate the issue thoroughly. Additionally, an internal security committee will be established to evaluate the incident.
